A Communications Management plan is a sub-plan to the larger Project Management Plan. It will document the process for planning, delivery and the monitoring and controlling of communications through the project. It will also define roles and responsibilities, describe scheduled communications and define storage of project artifacts. Much like other sub-plans it should clearly describe people and process – and ensure communications management is a key component of your project.
The plan should also formalize time commitments and the individuals participating in Communications Management throughout the project. All communication activities should be built directly into the Project Schedule to ensure they have been resourced and accounted for.

Conclusion
Your Communication Management Plan is a critical output of project planning. As a sub-plan to the Project Management Plan it should clearly document how risk will be managed on the project. Your Communication Management Plan need not be a lengthy document so long as it is clear in how your organization will manage communications.
